(1)工业园区的土地实行有偿出让，征用地价按地段不同，分别为每亩8.8-9万元（含土地征用费、指标费、出让金、配套费、耕占税）。
(2)带征土地按项目选址地段规划配套所需按实带征，地价不变。
(3)外商合资、独资企业项目，按外商实际到帐外资在50万美元以上（含50万美元）及科技含量高的项目，实行分档优惠，50-100万美元，每亩8.5万元人民币。101-200万美元，每亩8万元人民币，201-300万美元，每亩7万元人民币。外商实到外资在300万美元以上的大项目，每亩6.5万元人民币。
Land Policy
(1)The land in the industrial Zone is rented by compensation. ¥85,000-90,000 per mu (including the expense of land requisition, quota, rent, auxiliary thinds and cultivation tax) depending on the different requisition land price.
(2)The land for requisition is taken over exactly in accordance with the auxiliary demand of the planning of projects selected locations. The price of the land is unchanged.
(3)The projects of foreign joint ventures &exclusive in vestment enterprises will get favoured treatment on the basis of their grades if the money in the account is over $500,000(including $500,000), and the science & technology content is high, that is high,that is,$500,000-1,000-000,¥85,000permu;$1,010,000-2,000,000,¥80,000

(1)三年内入园新办企业按实际投入额给予一定比例的财政贴息，当年投入额在100-500万元的给予0.8%的贴息，500-1000万元的给予1%的贴息，1000万元以上的给予1.2%的贴息。
(2)对生产性外商投资企业按24%的税率交纳企业所得税，并且经营期在十年以上的，从开始获利的年度起，第一年和第二年免征企业所得税，第三年至第五年减半征收企业所得税。
(3)对当年自营出口每1美元给予1分人民币的补贴，对超过上年实绩增量部分实行分档补贴：新增出口额200万美元及以下每出口1美元再给予2分人民币补贴；200-500万美元每出口1美元再给予3分人民币补贴；500万美元以上部分每出口1美元再给予4分人民币补贴。
Fiscal Policy
(1)The new enterprises come to the Zone in three years will get a proportion of fiscal discount in accordance with their actual input.0.8% of fiscal discount to the input of ¥1,000,000-5,000,000that year;1% to ¥5,000,000-10,000,000and over;1.2% to more than ¥10,000,000.
(2)To the manufacturing enterprises invested by foreigners,24% of tax rate should be paid as their income tax. In addition, the enterprises, whose operation is over ten years, can get exempt from taxation in the first twv years when they begin to make profits, and a half exempt from taxation in the following there years.
(3)¥0.01is subsidized to $1 of self-support export that year. Different sum of money is subsidized to the over-export than the previous year:¥0.02 more per dollar subsidized to the volume of over-export of $2,000,000;¥0.03 more per dollar to $2,000,000-5,000,000;¥0.04 more per dollar to more than$5,000,000. |

（1）入园企业应上缴的城市基础设施配套费留市部份全额返还园区，专项用于园区基础设施建设。
（2）白蚁防治费减半收取。
（3）缓缴新型墙体材料和散装水泥押金，但必须按规定使用。
Other Policies

Service Measures

4.Apply for enterprises’certificates and licenses for the enterprises, and declaration of the enterprises’science & technology projects,input projects and the right of sdlf-import as well as self-export.
5.Help the businessmen and merchants to cope with the difficulties and problems in the production.
6.Accept the investorsa’ppeals and help to deal with them. |
